Fix: mesh-controller #162 — before acting on an assignment, the controller records the derived holder of every mesh-scoped seat with nothing on record (the same record seat … --to makes), so a second eligible assignment stands beside it. Tested end to end: assign a second store on another node → no refusal, mesh-store recorded on the first.
