Found and fixed tonight (mesh-controller #173): the controller's events consumer had no bound on outstanding deliveries, so announcements queued behind a minutes-long build timed out and came back; one merge rebuilt builder and route-proxy five times. Record with cause, fix, and the two remedies left open.
