Issue 182 records the two faults the operator named: a module's tools reached whichever instance answered first with no way to ask one machine, and no module served the verbs of a seat it held. ADR 0159 decides both: two subjects per tool with the machine as the last token of the second, node on every module tool in the console, answered by on every answer, the grant covering both; a holder's runtime serving its claimed seats' verbs from the credential, admitted by the bus only where it holds; and the store seat's first verbs, databases and query. Designs 33 and 34 carry the notes. Code: mesh-tools and mesh-controller on the same branch name. Checks pass.
