Group 5 of the issue work order, decided after reading the code:
A provision the mesh's own code dereferences by name is delivered by a mesh seat its provider claims: mesh-vault (mesh, delivers secret) joins the seed and the vault claims it. Design 26's reserved for secret named an effect no rule produced; corrected as a fact.
A singular fact about machines is a placement with a capacity of one, not a seat: the hub was already kept single by the store and refused by name by the placing command; ADR 0121's private-network seat stands, deferred with the server/client split it needs. Issue 105 resolves with nothing to build.
A holder of node-uplink must be the dialect the machine runs: the host's profile gains uplink-<manager> per active manager, renewed with every report; each holder declares its own; the existing capability refusal names the wrong one.
Issues 106 and 138 are located; building follows in controller → host → catalogue order. Checks pass.
