Records the decision behind Phase D (the model-usage store, now built and merged in the code repos): model usage is one vendor-neutral record (licence, consumer, period, metric, value) + raw, recorded at two grains that differ only in the consumer (the holding module for the licence grain, the session for the finer one), emitted as an event the audit-logger records and upserted into a usage context store, in the clear. Closes the home ADR 0050 left open.

Closing as already-landed: ADR 0054 (02-DECISIONS/0054-model-usage-is-recorded-at-two-grains.md) is on main, and this branch's head (ec2d73b) is a strict ancestor of main — there is nothing left to merge (that's why it reads mergeable: false). Closing during a branch cleanup; the decision is preserved on main.
