Design amendment under playbook 02 (no decision changes; design 38 records how WP3 was built and amends WP2.4's mechanism).
WP3 built 2026-10-02: the operator's decision to keep mesh-tools as the images' module and add node-tools beside it (ADR 0069) rather than rename; the three things the plan did not say and WP3 found — a TypeScript bundle must carry its dependencies and an ES-module package.json (the toolchain now copies them in), the runtime's credential must be owned by the account it runs as (the controller composes it), and MESH_TOOL_MODULES is empty where the runtime is the only bundle (accepted). Commits named. The live proof follows node by node and will be recorded when it runs.
WP2.4 amended at WP3: the gate refuses the retired pattern spreading — a module new to the catalogue in that shape, or returning to it — not standing: the ~30 modules already in it are rebuilt without complaint until each moves from WP4 on. Refusing their rebuilds would have stopped the catalogue's pipeline.
Pairs with mesh-tools #31 and mesh-controller #226. records.py, index.py, cycle.py pass.
