204: a declaration is numbered when composed and a send is recorded even by a sender being replaced (mesh-controller #232, merged). 205: the host's half — a failed install names a stale package database, its age and the remedy (mesh-host #79, merged); who keeps a machine current remains a decision for HQ, said in fixed-by. Checks pass.
