Found rolling out ADR 0193: after SDK 0.1.5 was published and the toolchain rebuilt, every bundle still carried 0.1.3 — the image's dependency install was a cached layer, since package.json (a range) did not change. Launched seat holders then served their seat's verbs as their own tools on three machines. Worked around by mesh-tools #37 (require ^0.1.5). Located in mesh-tools/mesh-controller; fix direction and check in the report.
