Opens issue 218 and records its root cause. The controller issued a mesh-scoped seat to every machine whose module claims it, not only to the recorded holder. The fix is mesh-controller#248. The issue moves to resolved once the console shows each mesh seat announced only from its holder after rollout. Checks records, cycle and index pass.
