Two issues from the shanks outage on 2026-10-04 (a workstation in the records):

233 The host refuses every declaration once the package manager's configuration is gone, including the declaration and the host upgrade that would restore it. Recovery took a person.
234 A declaration later in sequence than the one being applied did not name four assigned modules. The host applied it and undeclared them. This is the family of 204, which is marked resolved. Nothing records who sent it.

records.py, cycle.py and index.py pass.
