The operator's rule, after the same collision kept coming back:
One module, the holder of the tool's seat, owns a tool's configuration and its package.
Every other module contributes to the seat instead of writing into the holder's files or directories, or declaring its package.
A contribution is a dependency on that seat, derived and refused as ADR 0207 says.
Also in this PR:
Dated "mechanism changed" notes on ADR 0203 §5 (a contribution without a holder was written nowhere and not refused) and ADR 0208 §4 (contributors placed their own files in another tool's directory).
To-be 42 gives the decision its home.
