Amends the constitution (how-we-build §5, under §6: decision ADR 0391, accepted with the operator's approval 2026-10-16) and playbooks 07 and 08.
how-we-build §5: new section "Tests run at the lowest level that proves them, within a time budget": unit (well under a second per test; locally, of what changed), integration (whole suite in seconds, never over sixty; only in the forge's checks), end to end (only when the operator asks); test at the lowest level that proves it; a suite over sixty seconds is a defect; reports name tests and times. With how it was earned.
Playbook 07: the context file no longer lists a throwaway database server among the local facts; phase 1 says unit tests of what changed, each well under a second.
Playbook 08: step 3 says the same.
After merge: playbook 05 syncs the constitution page. Follow-up: issue 890 (the catalogue's check takes about seven minutes).

Delivery plan — builds nothing: the change touches no module of the mesh's graph
Transitions
2026-10-16 08:09 (new) → proposed (announced): novox/hq#374's head announced
2026-10-16 08:10 proposed → checked (checked): a verdict names this commit and the trunk's head as its trunk commit
2026-10-16 08:10 checked → ready (accepted): the gate passed or warned, and the repository's own check did not fail
2026-10-16 08:13 ready → published (merged): on the trunk its modules follow: merged there, and its walk opened — or nothing for a walk to move
2026-10-16 08:13 published → delivered (done): nothing for a walk to move
The commit's note under refs/notes/mesh-plan keeps every transition: git log --notes=mesh-plan.
