Graduates research 055 (playbook 02, step 3): design 47 is rewritten from its decisions, one design per thing.

Decisions (knowledge base): ADR 0401 (hotfix, feature, epic from the trunk; no release branch), ADR 0402 (verb-before-caller and SDK-before-users ordering), ADR 0403 (the composed check is each member's gate), ADR 0404 (a backup before the send), ADR 0405 (installed toolchains, no toolchain image, builders fetch over SSH with their own key), ADR 0406 (events and work queues on the bus), ADR 0407 (the merge window as keys on the bus; every merge recorded at once), ADR 0408 (builds, rollouts and assignments one chain on the bus alone).

Changes

• 03-DESIGN/01-to-be/47-delivery-from-commit-to-delivered.md: rewritten; its acceptance tests are research 055's; milestones follow in playbook 04.
• 00-META/glossary.md: adds hotfix, feature, toolchain, milestone, epic; retires release branch; rewrites record mirror, build queue, merge window and rollout (issue 922).
• 03-DESIGN/01-to-be/18-building-a-module.md: the toolchain image becomes a build module per language (ADR 0405).
• Playbooks 07 and 08: the release-branch wait (Is the coast clear?) is removed (ADR 0401).

The operator chose on 2026-10-16 23:40 that every merge into main keeps waiting for the operator's Approve (ADR 0398 §3); ADR 0401 and design 47 say so.

sh merge-check.sh passes locally (records, index, cycle, words).

Rewrite design 47 from research 055's decisions: hotfix, feature and epic from the trunk, delivery on the bus ... 96f2ae72c1

ADR 0401-0408 graduate research 055: no release branch, two more ordering
rules, the composed check as each member's gate, a backup before the send,
installed toolchains, events and work queues on the bus, the merge window
as keys, and one chain kept on the bus alone. Design 47 is rewritten from
them (one design per thing); the glossary takes hotfix, feature, toolchain,
milestone and epic and retires release branch; design 18 loses the
toolchain image; playbooks 07 and 08 drop the release-branch wait.

Design 47 and the glossary: the batch's record in the chain is the rollout (ADR 0408's review) 8bfb11da2c

Design 47: a member naming the SDK member's head is proven by its own merge check (ADR 0402's review) e7854a31a6
