Issue 1007. The operator decided on 2026-10-17 that one design is built at a time: while one design's milestones are being built, no milestone of another design starts.

• Playbook 07 states the rule beside the steps rule, with its scope (small fixes and issues in no design's milestones are not held), and how it is checked (milestone issues in fixing belong to one design at most).
• Playbook 04 step 8 points to it.

Reviewed by reviewer-1007@g14: round 1 asked one change (the check counts milestone issues only), round 2 approved at 88d7db36c8. sh merge-check.sh passes locally.

The operator decided on 2026-10-17 that a second design's milestones wait
until the design being built is delivered; nothing in the playbooks said so.
