Issue 1009. Design 57 was merged in one delivery on 2026-10-16 with three tasks left, yet still said designed, so another session took it for unbuilt and a second design started beside it. The operator asked on 2026-10-17 that the playbooks make the agent write the state back so other sessions are aware.
Playbook 07, new section "The design's state is written back": in-progress when building starts; the milestone's entry dated when delivered; a tracker note on each remaining issue when building pauses; implemented at the end (playbook 02). Three check lines.
Design 57: status: in-progress, a "where it stands" paragraph and a Milestones section: what was delivered on 2026-10-16, and the packages B3, R1 and R2, built after design 47 and before design 58 (the operator, 2026-10-17). This pull request fixes none of those three packages.

designed, so another session took it for unbuilt. Say it in-progress, with
what is left and when it is built.
