The operator, 2026-10-17: a session runs only when a message reaches it, so a check, merge, delivery plan, record review or Approve that lands after the lead's turn ended wakes nobody (an approved group sat half merged 14 minutes unseen, issue 1032). Each wait gets a watcher: an agent on the smallest model, changing nothing, looping mesh_wait under 60 s on the event families, reading the owning verb after each wake (ADR 0367), finishing on a state change or the bound, which wakes the lead. Playbook 08.

The watcher text was approved by the reviewer of #405, which merged before this commit was pushed. Checks: sh merge-check.sh exits 0 locally.
