Design 47: release 3 is the milestones R3a to R3d by ADR 0437, and answering asks in the view moves to R5 #429

ADR 0437 (accepted 2026-10-19 with the operator's Approve) makes release 3 of ADR 0429 buildable: its prepare step found §20 contradicting itself and four release orders, and the operator chose to cut it by them.

Milestone R3 becomes R3a (mesh-sdk: the layouts and the source fingerprint's function), R3b (the controller finds the delivery seat's holder by its claim; the router takes conditions on one subject), R3c (the forge bridge, the indexer and the teller beside today's mesh-delivery) and R3d (the gate replaces mesh-delivery; a group reaches the mesh as one source revision; the view shows the open asks; the merge's Approve on the phone until issue 953).
R5 gains answering in the view the asks that need no proof of who answered.
The cut is explained beside R2c's, and ADR 0437 is in the front matter.
