Keep three lessons of feature mail-sender in playbook 07: a rule keyed on a shared property, a manifest word's first push, one watcher per wait #436

Playbook 07 gains three lessons, each from a fault of 2026-10-19 (feature mail-sender, ADR 0436):

Step 2 item 6: a rule keyed on a property the bus or store gives is checked against everything else on the mesh that has it (release 1 keyed drop-only dead letters on work-queue retention, which every seat's work stream has; three rounds missed it, its try caught it; issue 1178).
Step 3 item 4: a new manifest word's test goes through the push that meets it first, not only the verb that fills it (a process's account file was composed as a random stand-in before module issue; the process crash-looped until issued by hand; issue 1226).
Following and reporting: a watcher watches one wait and ends with it, never re-pointed (a re-pointed watcher missed a pull request's passed checks for 15 minutes).

Playbook 08: a playbook edit; sh merge-check.sh passed.
