Design 59 follows ADR 0472 (accepted 2026-10-20, supersedes ADR 0460): mesh-mail's grants stays one list per account giving reading and asking to send, the operator's Approve on every send being the guard. Section 5 is rewritten, test 11 and the integration-test paragraph follow, the milestone table and milestone 2's issue list name the issues as split at its prepare step (1426, 1517-1524, 1427-1431, 1418), each with its order as the tracker holds it; issue 1227 will not be done. The glossary's Mail domain cites ADR 0472 for who may ask for a mail send.
