hq #448 was merged at its first head (b6e0131), before its review's changes. This brings the reviewed version: status proposed (ADR 0468, 0474 and 0475 are proposed, nothing proposed is in force); every feeder, multi-page, several-document, long-scan and file-print statement names ADR 0475, and configure, the refused pages, the restart and reading every page name ADR 0474; the scan defaults change through mesh-config's config verb (not trusted values); one pinned fingerprint per ADR 0467 §3; how each rule is checked; ADR 0475 in the decisions.

Checks run locally: records, index, words (with the catalogue's list), cycle all pass.

Mark design 60 proposed and tie each brother feature to the record that decides it ... 8d3a9011ac

The review found features stated as in force that rest on records still proposed
(ADR 0468, ADR 0474 and the scanning record to be reserved), and rules without
the test that checks them.

Follow the scanning record's settled shape in design 60: a file under the home folder, the certificate as health e212e3841d

Name ADR 0475 in design 60, now its number is reserved 0b21bd0b26
