hq#453 merged before its review landed. The review found two faults, fixed here:

The design called ADR 0481 "proposed and not in force"; it is accepted.
The operator's rule (2026-10-21: the page uses the mesh's NATS bus and makes no direct OkiOki call) was only implied. The design now says okioki-web calls only bookkeeping verbs over the bus, opens no connection to the bookkeeping service and holds none of its secrets; only okioki holds the password and session.

It also says how a document crosses the bus: in numbered parts, as scanner.document answers; okioki fetches the file from the service, and the page never follows the service's own link (ADR 0481 §4, §7).

Issues: issue 1646 (its note 4 carries the bus rule).
