Corrections of design 47: the one-group rule for an SDK change holds from R4e's delivery (ADR 0482 §1, §7); the checker's milestone is one group of four with mesh-sdk a member (ADR 0494, accepted); the Approve is written into a session's wait list only for a pull request with a Waited-by line (ADR 0491 §3, §5; the conflict with ADR 0493 §6 is issue 1787, not resolved here); the R4g row now says mesh-build-image builds images rootless (ADR 0487 §7, issue 1788).
