Delivery group feat/quiet-deliveries (ADR 0505, problem messages during deliveries): mesh-controller, mesh-catalog and hq.

Playbooks 07 and 08 (and the drawn overview) add a Pushed-by: <who@node> line to a pull request's description, so a head that needs a new one after the Approve names its author (ADR 0505 §5).
