Research 071: R4g+R5's delivery met its faults in three seams the preparation never asked about: tests nobody ran before a hand merge, bus state with no owner of its end, and no group try. Playbook 07's prepare step now asks three questions in the milestone file (who deletes each bucket key and stream the work creates, on which event or with what time to live; how the switch-over goes to one node first, or what the operator's choice not to risks; how the group's integration level runs before its pull requests), the review checks the answers against the diff (item 6a), and a hand merge in a temporary mode first runs the full integration level with nothing kept and names that try in the pull request (07 and 08). playbooks.html updated.

Issue 1941 (its playbook half); issue 1921 for the group try.
