L3 (issue 774, ADR 0561), rebased onto L2.

Group member with mesh-sdk, mesh-delivery, mesh-catalog and mesh-host on feat/774-vault-mints-l2. Playbooks 07 and 08 name mesh-delivery-checker.try beside mesh-controller.try while its verb exists (ADR 0547 §10). hq's checks pass (go test ./...).

Also carries playbook 07's items 6-9: the rules for a delivery group's mesh-sdk pins learned on 2026-10-28 (formerly branch pb/group-pin-lessons-2026-10-29-r). They came in at the operator's choice of 2026-10-29 ~01:58 CET: the gate never cleared the Decline of an earlier ask on this member's unchanged head, so the approved group could not merge (issue 1276, note 15), and a new hq head was the recovery. The new head carries reviewed content, not an empty commit.
