Delivery 2 of design 47's single release (group feat/774-l3-reland). Glossary: artifact sweep, build log, seat holders, node health report, disk readings; the hand-act log's form; membership's state. Design 47: frontmatter cites ADR 0563, 0570, 0571, 0572; rows L3, L4, L6, L7 and their passages say what was built. go test ./... passes.
