Graduates research 081 (playbook 02) under issue 1967. Decisions, all accepted in the knowledge base: ADR 0605 (the four registry seats, publishing over the bus, no build module holds a write credential), ADR 0606 (the builder numbers every build in its package series), ADR 0607 (tagged versions; a group's check takes one), ADR 0608 (seat definitions on the bus; contracts modules, mesh-sdk's seat contracts move into mesh-contracts), ADR 0609 (a user takes a package by the series it accepts; renamed config values), ADR 0610 (parts reach the builder through its tools and events, ADR 0596), ADR 0611 (the file travels in parts through the seat).

What changes here:

design 51 gains What is published, and how: the registry seats and their contract, publishing, the versions, tagged versions, retention, health, the move in four steps, acceptance tests;
design 26 gains A seat's definition and the registry seats in its table (and corrects the npm seat's live name);
design 32 gains a package's declaration and the packages section, renamed-from, a value no longer read, and the mesh delivery cases C6, C14, C18, C20, C22 and C24 with their tests;
the glossary gains seat definition, contracts module, package series, registry seat, next version, tagged version and mesh delivery case, rewrites package and artifact, and adds a homonym row for series.

Reviewed by architectural domain (the four reviewers, three rounds; the record is in design 51's Reviewed by architectural domain). Notes left for the build are on issue 1967 (note 4). The designs stay files in hq until issue 428 moves them into the knowledge base (the operator, 2026-11-03).

hq's checks pass locally (go test ./...).
