This member. Design 47's row B0 says what happened: the checker seat's verb input was released alone first (mesh-sdk #171), because the running manifest validator held every module invoking or serving a verb it did not yet know. The rest of B0 follows in this group. go test ./... passes.

Milestone 47/B0 (ADR 0644; issue 1921; design 47, row B0). A delivery group of four, pushed together: mesh-sdk #170, mesh-delivery #162, mesh-catalog #622 and this one, each on the branch feat/b0-checking-program. (hq #524, the rest of B0's design text, was merged alone on 2026-11-06 because its branch name differed.)
