The migration-blockers feature.

ADR 0087: a seeded file is created once. ADR 0088: the foundation filters before anything listens.
Designs 05, 07 and 18 amended (the newest declaration wins; filtered from its first resource, and the base ruleset closes the hub's port until the filter module derives one; the create-once file).
Issues 031, 035 and 054 resolved with their merges named.
Issue 041: the 35 declared environment exceptions surveyed; five converted and proven, mongodb naming its secrets' owner; 25 remain with reasons.
Issue 073 opened: beds carry copies of catalogue manifests.

Checks: cycle.py, records.py, index.py pass. Merge last, after mesh-controller, mesh-catalog, mesh-host and mesh-lab.
