ADR 0099 — a step that runs once names what it reads, and runs again when it changed. Resolves 077; designs 08 (certificates) and 20 (the coupled pair) amended.
078 resolved: a delivered secret is refused under a name the module does not declare; the refusal found one stale delivery in the whole-mesh bed at once.
074 resolved: the declared list is empty of WEARING; the diagnosis records what the last three cost (a runtime image names its queues by its module; two things the large test's idleness had hidden).

Checks pass. Code MRs on multiple-fixes: mesh-controller, mesh-host, mesh-catalog, mesh-lab.
