083's diagnosis: build results, upgrades and catch-ups held and retried rather than lost; an enrolment that claims its token and spends it last; finishing after a spend only with proof of the key; and what is not closed (a control plane not running at all; a stop between spend and answer; the host giving up on its first unanswered ask; a mesh past about fifty nodes in one outage). Checks pass. Code MRs on multiple-fixes: mesh-controller, mesh-host, mesh-lab.
