mesh-build-go, mesh-build-node: run every package of a check's level after a failure (issue 1921)

Pins mesh-sdk fix/1921-every-failure, whose check ask no longer stops a
level at its first failing test step, so one check runs every package
and names every failure. A captured fixture with a failing test in each
of two packages proves the build module's test step names both.
