Pin mesh-sdk c54648e74346 and mesh-contracts ec9529022c44, the group's heads, in every Go module (issue 1966)

Every module that imports mesh-sdk requires its group head; each requires the mesh-contracts seats and clients it
imports, and mesh-contracts/go through the SDK's seat list. The placeholder versions are gone.
