Knowledge base: progress says how far a design, milestone, issue or record has come (issue 1947)
A lead's five-minute report and 'is design 47 nearing its end' were joined by hand from the design file, the tracker and the deliveries. One verb now works the state out (ADR 0424 §1), minimal for every five minutes, detailed for the report's tree. Milestones are read from the design's table until the tracker's milestone records (issue 1781) are delivered.

| `import` | `dry-run`, `commit` | hq's decision records and research efforts at the commit the records module stands at, each whole at its own number |

| `return` | `number`, `reason` | drafted clauses sent back to be drafted again; refused for a record whose clauses another record changed or links by number |

| `withdraw` | `number`, `kind`, `why` | a reserved or proposed record withdrawn, as a new version naming why; its number stays spent. A pending review is cleared and a waiting operator's ask is ended. Refused for a record already accepted, superseded or withdrawn |

Milestones are read from the design's `## Milestones` table through the records module, cached by hq's commit, until the issue tracker holds milestone records (issue 1781); what the table does not say for certain is said in `warnings` |
