Join: mesh-knowledge's progress bus test counts the page's first view

At the joined SDK the bundle is served in the test, so ServePage's first view asks the
tracker's list and milestones and mesh-delivery's groups once beside progress (checked:
with the page's start skipped the counts are the old 3, 1, 3).
