mesh/check checking 83732dcd53d8 on 9a3356bd38b1 | novox/mesh-catalog#627 in group fix/1966-bootstrap-no-packages
The running builder predates Go package artifacts ("refused kind: package of language go ... no build module
builds it"), so it can build neither the new builder, the grants module, the Go build module nor the checker:
each new part is needed before the others can be built or delivered. For the bootstrap of the registry
delivery, at the operator's word (19:4x, "do the temporary change"), the package artifacts leave the manifests of
the parts that run; the contracts and SDK modules, which run on no node, keep theirs. They come back in one change
once the new builder runs. Quick vs thorough: quick; the thorough fix is 47/G's tier order (issue 1921 note 80).

Every directory and archive resource carries `unknown`: move-out for a home folder whose program writes nothing there (the node-engine, delivered in mesh-host #117, moves the rest to ~/.local/state/mesh-moved/<module>/ with a list), module for ~/.ssh and ~/.claude, program elsewhere; `knows` keeps what a program or the operator relies on (powerlevel10k's compiled files, i3's scripts and the asus/g14 drop-ins, dunst's slack rule, betterbird's records, node-env's forge credential, issue 1033). Two shared folders are no longer declared. Each module's README says it. checks/owned holds every manifest to it; checks/sshdir stays while main's merge check runs it (issue 1035). Tests that pin a manifest follow the new key only. Reviewed in three rounds.

Backup lines are derived from each module's data section instead of written by hand; the holder
measures declared items, reads the array under them, and deletes a retired item only after a last
restore point; the Go providers say each held consumer's size so an empty replacement is seen.
The region at the end let earlier Host lines win over the mesh's (research 027/03). A
roster fact cannot be placed at the start, so the region holds one Include of config.d,
and the hosts are config.d/00-mesh, read first. Eight tools; authorized_keys and
known_hosts stay found until the controller holds those facts.
A package has one owning module, and sshd already owns openssh on every node — assigning
ssh-client was refused for both declaring it, and the refusal left every node unresolvable
until it was unassigned. Owning it was wrong besides: unassigning ssh-client would have
removed the package sshd serves from. The client binary ships in the package sshd holds.
Requires openssh; creates ~/.ssh (0700, owned by the operator account via
${machine:account}); writes every other node's Host block (HostName + User
<account>) into a marked region of ~/.ssh/config (home-scoped, into:block), so
`ssh <node>` reaches each peer as the right account and the operator's own
config is kept. Universal-tier: assigned wherever a person logs in; a node with
no account gets no config.
