jschoubben ccb7eaff13 Pin mesh-sdk c54648e74346 and mesh-contracts ec9529022c44, the group's heads, in every Go module (issue 1966) 
Every module that imports mesh-sdk requires its group head; each requires the mesh-contracts seats and clients it
imports, and mesh-contracts/go through the SDK's seat list. The placeholder versions are gone.

jschoubben b3fcf408f2 Make tests that wait for concurrent work wait on the event or a condition with a long deadline (issue 1814) 
A test that slept a fixed time and then asserted what a goroutine, process or
watcher did failed under the checker's load. Each now waits for its positive
evidence (a started baseline, a call counted, a state reached) within 30 s, and
the concurrency-limit tests meet at a barrier instead of overlapping by sleep.

jochen 45befbbd02 docker-compose: the package, and its projects as tools (hq to-be 42 phase 2.9) 
Compose and nothing else, for the two workstations, where it is already
installed by hand; the runtime, buildx and the group stay the docker
module's. Nine Go tools: projects (with their directories from the
containers' labels), ps, logs, a rendered config with secret-looking values
redacted, and up, down, restart and pull by directory or name. Acts run as
jobs inside the bundle, waited on for 18 s and followed with
docker_compose_job, because an up that pulls outlasts a call. down never
removes volumes.
