registry_incoming, npm_incoming and go_incoming dropped a transfer by hand with only a log line. Each
drop now records its hand act through the seat mesh-hand-acts before anything goes, as nats_requests
does; an act not recorded leaves the transfer open. distribution's manifest invokes the seat.

Both holders carried the same idle bound and the same read of incoming's cap; the second instance of the
kind moved into mesh-sdk's Receiver (Arm, Expired, Bound, with BusArm, BusCap and FollowIdle). Each
holder now hands its idle state and its objects to those, and keeps its rows.

The package seats kept incoming, transfers and findings with no read or drop tool (tools review F4).
npm_incoming and go_incoming list a seat's open transfers, incoming's fill and the cap its binding carries,
and drop one by hand. The same fault as distribution's (running review F2, its second instance): the
transfers state's own lifetime dropped a transfer's key and left its chunks, and the drop otherwise waited
for the next publish. transfers keeps for good; each open transfer has a key in the new state idle with its
own time to live, whose end drops it. The holder counts against its binding's cap.

The bundle built and played as the tool runtime plays it, its incoming, transfers and findings on
a nats-server of the test, the builder's builder_versions and the config value callers answered:
a numbered Go package goes up in two chunks as the packages account and says published with its
module path; an unnumbered one is refused before the forge and writes the finding. A publish
naming no transfer is now refused: the transfer's name is the caller's own.
