Deletes modules/mesh-controller. ADR 0069 put the control plane's manifest in its own repository; genesis now takes it from the build it runs (mesh-host MR on the same branch name). This copy was read by nothing else and had already drifted from the repository's (hq issue 072).

Proven: genesis-single bed green against this branch as the catalogue on the machine. Companion MRs: mesh-host, mesh-lab, hq — all feat/one-controller-manifest.
