The gate that fetches the authority's root declares restart-on: [acme-env], so when the authority moves and the mesh rewrites the binding, the root is fetched again. The server declares restart-on: [trust, acme-env], so it is recreated with the new root in the same apply (novox/hq ADR 0099, issue 077).

Parsed by the catalogue-wide manifest test against the mesh-controller branch. Proof: the route-forwarding bed green at 6fb2003 with the controller image rebuilt from mesh-controller 6633270 and the host from mesh-host 8da78de (the branches that accept the pair). Companion MRs on multiple-fixes: mesh-controller, mesh-host, mesh-lab, hq.
