Issue 1577, part 2, catalogue member of the group fix/1577-checker-refuses-binaries (with mesh-sdk and mesh-delivery). Pins mesh-sdk at the group's head; mesh-sdk merges first.

Includes: the size listing runs after path validation (a guard test found ?sudo= reaching the forge before it), and the refusal checks every commit base..head.

Quick fix: a .gitignore line. Thorough fix (chosen): one shared check for every repository (the kind met four times).

Tried: try-1793041525752901187 passed (unit 4384, integration 4425; over-bound notes only, issue 1921).
