Issue 1280, ADR 0556 (§5 changes ADR 0539 §17): the gate keeps the merge's states only; what a merge reached is derived by the view. The issue tracker (mesh-issues) reads a fix as delivered from the view's not_yet, and a settle verb ends the held deliveries the old records left.

Member of the delivery group fix/delivery-records-true (mesh-sdk, mesh-delivery, mesh-catalog); mesh-delivery-gate pins mesh-sdk 68d65e6 exactly; mesh-issues uses nothing new of the sdk and keeps its main pin.

Merged with main up to 53bf4bb8 (#514): the last merge is git's automatic merge of the reviewed head 4677b8a2 with main (tree equal, checked by the reviewer); the gate's and mesh-issues' tests pass on it.

The gate says whether a merged delivery is on the machines, derived from the view's reach, and a person settles a merge held without a passing check on the operator's answer (issue 1280, ADR 0556 clauses 4 and 5) ff2632356b
