The three build modules give the shared puller their settings file (so a parked puller wakes when it is refilled) and put a capacity of 0, with its why, in their health: unhealthy when the setting cannot be read, healthy with a note when 0 is the setting. Pins mesh-sdk 9e5666b (fix/park-wakes); group with the mesh-sdk pull request.

Review: rev-l2 approved c006aa8 (mesh-sdk) and 848c0cbd (mesh-catalog). The later commits fold in the review's notes (IN_IGNORED re-arm, no sleep in the test) plus the re-pin.
