Milestone B1 of issue 1966 (ADR 0597 §9, the operator 2026-11-03: one ledger credential per module assignment). One delivery group with mesh-sdk, mesh-delivery and mesh-tools on branch feat/bus-state.

  • The vault makes own/<node>/node-tools/ledgers as {} on every machine whose tool runner is wanted, before any ledger account.
  • A wanted account of kind ledger is minted and hashed like every kind (a store record ledger/<node>/<module>, never an own secret of the module); the machine's ledgers map is rewritten on each mint and retirement, one secret-changed per rewrite; its hash is retired by the usual passes (ADR 0230). The custody ledger (ledger.go, ADR 0085) is untouched.

Acceptance: issue 1966 notes 8 and 10 (AC24-AC26).
Tests: 136 functions, unchanged (table cases).
The last commit only pins the group's mesh-sdk head (f8bd12e), reviewed on its own.
