mesh-build-go's compose step passes the asked package versions (the fetch's packages) to ComposerKey, and refuses a malformed value, so a composer or manifest validator built for one group's versions is never reused for another group or after a member moved. An ask naming no versions keeps today's key.

Group with mesh-sdk (ComposerKey takes the versions) and mesh-delivery (every build at a group's heads names every member) on the same branch. Issue 1921 note 45.

Tests: TestAComposerIsKeptPerAskedVersions fails without the change; mesh-build-go holds 281 unit tests, within its budget. No module.json changed.
