jschoubben 32699e35b8 CAT-D2: distribution's incoming binds mesh-sdk's seat-neutral receiving side (ADR 0627 §2)

The holder's own transfer logic goes: parts.Receiver takes the chunks into incoming, checks the hashes, drops an idle
transfer and tells the fill; distribution gives it the builder_versions check, its store and its seats' events, so
the forge's two package seats bind the same receiver instead of a copy.

distribution

The distribution module of the mesh catalogue: runs the container image registry; claims the seat mesh-artifact-store.
