jschoubben b0bfdeb0d1 CAT-D4b: the program, as distribution's account, discards the bootstrap's credential when the tools close its window

The tools bundle runs in the tool runner's account and cannot remove a file in
distribution's 0700 state directory, so its first answered publish closes the
window bootstrap-push in the state windows and the program removes the file
(design 51 On a fresh mesh).

distribution

The distribution module of the mesh catalogue: runs the container image registry; claims the seat mesh-artifact-store.

Files it does not know

Each directory or archive this module declares says how it treats a file it did not write (ADR 0422, ADR 0416).
