jschoubben fb6bf361e4 Require every mesh package of the group at the floor version (ADR 0573 sections 2 and 4, issue 1966)

A member's go.mod names the oldest version a module accepts; the check builds the group's own heads whatever it names. go.sum lines of mesh packages are left out.

dnsmasq

The dnsmasq module of the mesh catalogue: installs the package dnsmasq; claims the seat mesh-dns-resolver.

Files it does not know

Each directory or archive this module declares says how it treats a file it did not write (ADR 0422, ADR 0416).
