mesh/merge-gate pass: builds mesh-delivery → novox; no bus step; every machine composes with the change as it did without (4 of 4 compose)

mesh/delivery stopped: the pull request closed unmerged
Since the merge window one walk carries every merge of its batch, and the controller ends a walk whole: stopping one group member, or one delivery on a person's word, ended the rollout of unrelated deliveries on the same walk. A stop now ends the walk only when no live delivery rides it; otherwise the walk goes on and the stopped delivery says so on its commit.
