Bring F3 up to its release branch, with both sides' store tests (part 1 of 14)
mesh/merge-gate head ecb385d73879 merged into trunk fcdecb436117 — fail: head ecb385d73879 does not merge cleanly into trunk fcdecb436117: in conflict cmd/…
mesh/repo-check head ecb385d73879 merged into trunk fcdecb436117 — fail: head ecb385d73879 does not merge cleanly into trunk fcdecb436117: in conflict cmd/…
mesh/delivery superseded: a newer head of the same pull request

The merge is too large for one commit through the forge's tool, so it lands in parts; the tree after the last part is the merge plus the declared-config mirror carrying every declaration field.
